Working Safely in Confined Spaces

Working in confined spaces is a necessary aspect of many mining and construction operations, and it is therefore vital that such a high risk task be planned, monitored and carried out safely. The primary steps to carrying out an operation in a confined space are these:

Assessing and controlling risk:

Prior to undertaking any proposed work, confined spaces and possible hazards must be identified and assessed, and a Risk Assessment carried out.

Low oxygen levels, high oxygen levels, contaminants on surfaces or in the atmosphere, operation of moving equipment, explosions or fire, electricity, entrapment and extremes of temperature are examples of hazards in a confined space.

Training and competence:

All personnel with work activities related to confined spaces must be trained and assessed as competent to perform those activities and fit for the work

Preparing for work:

Before work in a confined space begins, a preliminary review must be performed, whereby:

The proposed operations are given a final evaluation

Aspects such as transportation, lighting, etc. are evaluated
-
Atmospheric testing is undertaken
-
The health and training status of those persons intending to perform duties are confirmed
-
Personal protective equipment, clothing and rescue equipment are ensured to be appropriate
-
The confined space is barricaded and signed as an authorised personnel only area
-
Factors that could affect rescue operations are considered

A communication system is established

Evacuation and rescue procedures:

Evacuation or rescue may be required in the following scenarios:

Self-evacuation in the case of a slight injury or suspected hazard

Assisted evacuation in the case of an injured/collapsed person
-
Emergency rescue in the case of atmospheric contamination

The processes and procedures for these different types of evacuation must be thoroughly investigated and all personnel involved must be appropriately trained

Records:

The following records must be kept maintained for the time specified:

Written authorities must be kept on file for the duration of the project
-
Current recorded risk assessment reports for work in confined spaces must be kept for five years from the time of their validity

Training records must be kept for the term of the employee's employment
